Those are 'babies' — small plantlets that form on cascading stems and can be snipped off and rooted in water or soil to propagate new plants, in addition to dividing the parent plant directly.

Is Spider Plant safe for cats?

It's non-toxic, but it is mildly hallucinogenic to cats, similar to catnip, which is why some cats chew on the leaves obsessively — it won't seriously harm them, but it can lead to overeager nibbling.
